Job Description (Roles and Responsibilities)    

The job holder will be responsible for delivering accurate forecasting, robust financial management at portfolio and programme levels, and improving financial management processes across a large and complex Conflict Stability Security Fund in Sudan and South Sudan. A successful candidate should develop an excellent understanding of HMG financial processes and combine this with their own knowledge and experience to review and improve financial management systems in place across the programme. They will work very closely with programme managers, Head of Programmes and colleagues across Eastern Africa to assess and maintain value for money and quality of financial reporting from implementing partners. They will contribute to contracting and monitoring and evaluations decisions, ensuring strict compliance requirements are met and maintained. They will report to a diverse range of stakeholders on all financial matters, making recommendations based on accurate forecasting of spend. In turn, the job holder will benefit from working in a friendly and supportive team, broaden their understanding of stability and conflict prevention programming and enjoy close working relationships with a wide range of colleagues across the Eastern Africa region. 

Roles and responsibilities:

Financial Management (60%): 

•Support programme managers to practice effective financial management in Sudan and South Sudan, resolving any budgeting issues with programme implementing partners, scrutinising reports and budgets and remaining familiar with progress within the wider programme portfolio. 

•Ensure the monthly forecast is accurately and timely receipted on various HMG financial management systems. 

•Prepare accurate regular reporting for the regional and central teams. 

•Review and investigate financial reporting such as variances report, GRNIs, TLD reports and invoices on hold.

•Develop and maintain mechanisms to monitor spend vs. forecast, regularly reviewing spends, looking at value for money (VFM) and challenging where necessary.

•Prepare financial updates and summaries for regular programme boards. Update senior management on financial position with accuracy and confidence. 

Compliance and improvement of portfolio performance (30%):

•Work closely with the regional compliance team to understand compliance and MIS requirements, collate and maintain this information on behalf of the whole CSSF Sudans team. 

•Improve the financial understanding and reporting of implementing partners. 

•Work with the regional board to improve VFM in the Sudans portfolio, for example by contributing to reporting and programme design, carrying out VFM analysis, and implementing learning on this concept to partners. 

•Coordinate with programme mangers and regional finance team to perform regular due diligence assessments, audits and spot checks. 

Team and Embassy working (10%):

•Responsibility for finance training for new colleagues. Contribute to regional CSSF meetings. Contribute to wider CSSF finance objectives.

•Support wider corporate objectives of British Embassy Khartoum, for example by engaging with embassy event planning, contributing to learning and development opportunities and promoting wider objectives. 

•Provide administration support to the team.

The CSSF Sudan and South Sudan team are based in Khartoum, Juba and Nairobi and they deliver programmes which support a more stable, secure, prosperous and better governed Sudans region. CSSF Sudans is a growing poprtfolio and the new Finance and Compliance Officer can play a key and exciting role, working closely with a wide range of colleagues, to develop new reporting and counting mechanisms within the expanding contexts. You will join a friendly and supportive One HMG team which brings together a number of government departments. This is an excellent opportunity for an experienced finance manager looking to develop their skills in a diplomatic setting and make a difference to citizens in Sudan and South Sudan at a crucial politically sensitive time.

Resources managed:

Supporting sound financial management of a portfolio size of around £8m per year currently. 


Essential qualifications, skills and experience    

•Strong financial management skills

•2 years’ experience of managing multiple and diverse budgets in a project/programme context

•Strong IT skills - Advanced skills in MS Excel and the ability to present complex financial data to a senior (non-financial) audience

•Formal qualifications in accountancy or financial management

•Excellent command of written and spoken English and be able to present complex ideas clearly in briefings and meetings

•An eye for detail and accuracy are important

• Proactive with the ability to work autonomously to design creative solutions to problems.

•Willing to work to frequent and tight deadlines while maintaining a high standard of work.

Type of Position :   Fixed term, with possibility of renewal

Starting monthly salary :  USD 1,768.82
