Accelerating Women’s Entrepreneurship and Access to Finance (AWEAF) Project
Terms of Reference (TOR) for AWEAF Financial Management Specialist
Background
1.1 The Government of the Republic of the Sudan has received a grant from the African Development Bank to finance the Accelerating Women’s Entrepreneurship and Access to Finance (AWEAF) Project which is being implemented by the Ministry of Labor and Social Development. The project intends to apply part of the proceeds of this grant for payments of key staffs’ salaries responsible for the project implementation. Thus, AWEAF is recruiting the following staff:

3. General tasks and objectives of the assignment
3.1 Under the supervision of the AWEAF Coordinator, the Financial Management Specialist will manage the budgeting, financial accounting and financial aspects of the AWEAF.
4. Duties and Responsibilities
4.1 The responsibilities of the Financial Management Specialist in the implementation of the AWEAF Project will include the following functions:
Participating actively in the preparation of project work plans and budgets;
Preparation of project accounts and processing of all financial transactions, including those relating to the payroll, approval of expenses and payments; processing of funds’ withdrawals and issuance of acknowledgement of receipt, coupons, etc.;
Maintenance of proper files and accounting records as well as related documents (including physical filing and storage), and ensuring project data is electronically safeguarded on and off-site;
Reconciliation and preparation of cash and replenishment needs; general ledger and fund accounts;
Ensuring internal control procedures are adhered to;
Ensuring project assets are safeguarded;
Generating standard and customized financial/accounting reports;
Carrying out effective budget monitoring of the project;
Preparation and timely submission of quarterly interim and annual financial reports;
Facilitating project audits undertaken by external and internal auditors;
Ensuring correct application of financial management guidelines and applicable accounting standards;
Maintainance of an up to date inventory of project assets through a comprehensive fixed assets register, serialization of the assets and regular physical inventories and providing logistical support to related project activities;
Participating in quarterly work planning and progress reporting meetings with the Project Coordinator;
Establishing a robust project accounting system in accordance with project needs and AfDB procedures;
Maintaining of petty cash transactions’ records, including recording of receipts, processing of payment request forms, disbursement of cash and clearance of advances;
Processing of bank transactions relating to the project, including preparing of bank transfer requests, submitting them to the bank, monitoring of transfers and preparing of monthly bank reconciliation statements;
Ensuring proper management of special and project bank account(s);
Reconciling of all balance sheet items and maintaining of records on file;
Preparing of monthly, quarterly and annual financial reports; and
Performing any other function as may be assigned by the Project Coordinator.

5.1 TheFinancial Management Specialist will have the following profile:
Demonstrated accounting experience and a solid experience in budgeting, planning and reporting on both Government and multi or bilateral financial institutions. Working experience with AfDB-funded projects is an asset.
Should have at least 5-7 years of progressive experience in accounting for development projects.
He/She is expected to possess at least a Professional accounting qualification (such as CPA, ACCA, etc) and a Master’s degree in Accounting, Finance or other related subjects from a recognized university.
Candidate should be fluent in Arabic and English, in both reading and writing; and
Knowledge of computerized accounting systems and familiarity with the African Development Bank Accounting Guidelines would be a distinct advantage.
