Terms of Reference (TOR) for Procurement Specialist


  1. Background 

1.1 The Government of the Republic of the Sudan has received a grant from the African Development Bank to finance the Accelerating Women’s Entrepreneurship and Access to Finance (AWEAF) Project which is being implemented by the Ministry of Labor and Social Development. The project intends to apply part of the proceeds of this grant for payments of key staffs’ salaries responsible for the project implementation. Thus, AWEAF is recruiting the following staff:

3. General Tasks and Objectives of the Assignment 


3.1 Under the supervision of the AWEAF Coordinator, the Procurement Specialist is charged with the responsibility of all procurement activities of the AWEAF project. He/she will, in collaboration of the Project Coordinator and other relevant sector experts, prepare the project procurement documents and plans, annual work plans and budget for submission to the Bank for approval.  The Procurement Specialist will also do the necessary follow up of the procurement process and ensure timely procurement of goods, works and services.


4. Duties and Responsibilities

4.1 The Procurement Specialist will be responsible for: (i) the management of project procurement activities in accordance with the Bank’s procurement policy, financing agreement, approved procurement plan and agreed project implementation arrangements as stipulated in the project documents. The specific tasks of the Procurement Specialist include but are not limited to the following:

  • In consultation with the Project Coordinator, prepare and periodically update and revise the Project Procurement Plan based on the Bank’s template and ensure Bank’s approval of the same;

  • In cases of procurement actions requiring the Banks clearance and ‘no objection’, review any procurement related documents for compliance with the financing agreement, appraisal report or the procurement plan, whichever is appropriate, then coordinate the dispatch and  delivery of the documents to the Bank for review and closely follow up with the Bank to get  timely  responses;

  • Assist in the preparation of tendering dossiers (Bidding Documents, Request for Proposal, Request for Quotation, etc.) for procurement of goods and works and consultancy and non-consultancy services which are in line with the Bank’s standard solicitation documents;

  • Contribute to reviewing terms of reference and technical specifications, and make recommendations to ensure their compliance with the requirement of the Bank’ requirements;

  • Prepare Specific Procurement Notices (SPNs) and Request Expression of Interests (REoIs) and ensure timely publications of the same and collection of bids/RFP/RFQ and prepare relevant paper work for receipt of bids/proposal;

  • Coordinate the Evaluation Committees’ meetings; provide guidance and support to Evaluation Team, Technical Staff, etc. during bid opening session, evaluation process, etc.; and lead the preparation of bid opening minutes and evaluation reports following the Bank’s standard evaluation guidelines.

  • Ensure that all necessary internal procurement decisions and approvals are obtained for all procurement transactions at the appropriate level in accordance with the requirement of the Executing Agencies policies and regulations prior to submission of the evaluation reports to the Bank for review;

  • Maintain or cause the PIU to maintain a proper record keeping system of all procurement related files so such files are safely kept throughout the life of the project and beyond as required in the procurement policy.

  • Follow up procurement related correspondences and document submissions, facilitate timely analysis and responses to request for clarifications, complaints and issues raised during the procurement process and/or contract implementation phase;

  • Ensure safekeeping and handling of bid securities, performance securities and advance payment guarantees to ensure their validity, timely extensions and timely releases;

  • Provide support in preparation of contracts and ensure timely distribution of copies of contract agreements to relevant stakeholders including the Bank;

  • Ensure timely and proper arrival / receipt of goods and other deliverables, receipt of payment invoices, goods receiving reports and reconciliation of financial and technical proposals/offers against final invoices; 

  • Take immediate action for short landed and missing items and follow up for claim settlements and report to the Project Coordinator;

  • Monitor the progress of procurement related activities and contract performance of the project to ensure that the implementation of the same is in the manner and within the timeline as set out in the approved Procurement Plan, relevant contractual project, and overall project schedule;

  • Prepare periodic status reports (monthly, quarterly and annual) on procurement implementation under the project and keep stakeholders and the Bank informed of procurement status;

  • Assist in contract administration/management aspects of the project;

  • Support stakeholders in procurement capacity building and other related activities; and

  • Carry out any other relevant duties that may be assigned by the Project Coordinator.


5. Qualifications and Experience 


5.1 The AWEAF Procurement Specialist will have the following main profile:


  • At least a M.A./M.Sc. or equivalent degree with a major in a relevant discipline (e.g. procurement, engineering, finance, economics, public administration, business management or commerce);

  • Five to seven years of direct relevant and progressive professional experience in procurement, formulating and implementing procurement projects, including broad expertise in the management of procurement in the public and/or private sector; 

  • Proven knowledge of the concepts, principles and practices which govern international procurement, the contracting of consulting services, supplies of goods, and execution of works;

  • Proven knowledge and practical experience in the procurement of goods, works, and consultancy services, preferably within the framework of donor financing conditions; and familiarity with procurement in multi-lateral financing institution such as AfDB.

  • Self-confidence; capacity to work in a team; good analytical capacity; excellent communication and information management skills; honesty; ability to grasp details; client focus; 

  • Ability to use standard Microsoft Office applications; 

  • Capacity to communicate effectively in English (written and oral); and

  • Proven knowledge and practical experience in the procurement of goods, works, and consultancy services, preferably within the framework of donor.
