Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners.  IOM’s Rapid Response Fund (RRF), in close coordination with the USAID Bureau for Humanitarian Assistance, is one of the few fast, flexible emergency funding mechanisms available to International and National Non-Governmental Organizations (I/NNGOs) in Sudan. Managed by IOM since 2013, the RRF facilitates life-saving humanitarian interventions to IDPs, returnees, host communities, and vulnerable populations affected by conflict, floods, disease outbreaks, and other natural and man-made disasters throughout the country. The RRF provides critical support through NFI, Shelter, WASH, Health and Protection assistance. Under the overall supervision of the Head of Programme, and direct supervision of Grants Manager (Rapid Response Fund), the successful candidate will work closely with implementing partners to support the RRF program in matters relating to monitoring and evaluation of Shelter and Non-Food Item (S/NFI) projects throughout Sudan. In particular, he/she will: 

Core Functions / Responsibilities: 

1. Provide technical support to S/NFI implementing partners and monitor their activities to assure that they meet SPHERE and Sudan S/NFI Sector standards. 

2. Conduct regular visits to the project sites to verify if S/NFI projects are progressing as reported and as per the agreed narrative, indicators and work plan. 

3. Participate in the assessment of potential S/NFI implementing partners to determine their ability to carry out project activities before grants are awarded. 

4. Draft regular monitoring reports on S/NFI sub-grantee activities and achievements to feed into the RRF program’s reporting requirements. 

5. Keep track and provide reports on any challenges and delays by S/NFI implementing partners in the field. 

6. Assist in reviewing S/NFI sub-grantees’ submitted narrative and financial reports, and provide the RRF Grants Manager with feedback that will directly affect the approval of partner interim and final reports, as well as approval of payments. 

7. Carry out follow-up visits to project sites at established intervals during implementation and after project completion to assess/measure degree of impact, in coordination with the RRF Grants Manager.

 8. Attend S/NFI Sector meetings and prepare minutes of meetings.

9. Assist in facilitating photo and video documentation of active projects for verification and visibility purposes 

10. Accompany the RRF Grants Manager, donor and/or other interested visitors to project sites, providing inputs on progress and overall context. 

11. Perform such other duties as may be assigned

Required Qualifications and Experience 


• University degree in Architecture, Public Administration, International Development, Monitoring and Evaluation, Social Sciences or related fields. Experience 

• Minimum 5 years of practical and progressively responsible experience in the field of humanitarian work, particularly on S/NFI activities, with a strong understanding of USAIDfunded programs implemented by UN Agencies and I/NNGOs; 

• Preferably at least 2 years of experience in monitoring and evaluation of S/NFI programming in Sudan; 


• Expert technical knowledge of S/NFI programming in emergency contexts, with technical understanding of shelter typologies an advantage; 

• Technical skills in qualitative and quantitative evaluation;

• Strong communication skills with the ability to effectively and persuasively present information in a variety of settings and formats;

• Familiar with activity and grant reporting methods; Advanced knowledge of Microsoft Office, with proven experience in Word, Excel and Power Point 


 Fluency in English and Arabic is required. Additional fluency in any local Sudanese dialects is desirable
