Context: 

Sudan is at the centre of migration routes from the Horn of Africa and West Africa towards North Africa and onwards to Europe and the Middle East. In line with IOM’s mandate, IOM Sudan works to uphold the human dignity and well-being of migrants and to advance the understanding of migration issues in the region. Since 2015, IOM has operated a Migrant Resource and Response Centre (MRRC) in Khartoum, which acts as a hub for information and direct assistance and protection services to migrants. Services provided, both directly and through referral, include case office support, basic medical assistance, psychosocial support, Assisted Voluntary Return (AVRR) of stranded migrants from Sudan to countries of origin. The MRRC also runs a mobile response team to assist migrants who are not able to approach the MRRC in person, including migrants in administrative detention and safe houses. The MRRC case office holds the primary responsibility of case screening and intake assessment to clients prior to direct assistance, and then engage in regularly follow up with the clients including psych-social support. 

Under the overall supervision of the Programme Coordinator MPA and direct supervision of the Programme Officer / MRRC Manager; and, in collaboration with different MRRC Units (Medical and AVRR & Outreach units), the successful candidate will be responsible and accountable for coordinating the direct functions of MRRC Case Office.

Core Functions / Responsibilities: 

  1. Act as the case office team leader and as such assist in planning, executing, and monitoring all the relevant case office activities in an effective and efficient manner.
  2. Supervise the case office staff (PSS case worker and On-Call Counsellor cum Case Worker) and as such organizing case office team on weekly basis to better plan and organize case office services such as regular counselling services and PSS referrals, data update of the services provided, registration of news clients/case office file opening and closure of old files and regular follow up of the services to be organized for client including conducting screening interviews with migrants at the MRRC, at premises of MRRC partners or at the place of residence of the beneficiary to identify their specific needs and determinate their eligibility for IOM assistance.
  3. Coordinate closely the needs of migrants with other MRRC Units and refer eligible beneficiaries, including victims of trafficking, medical cases and other vulnerable migrants, for relevant MRRC service (medical, psychosocial, AVRR), or to external referral service providers as per the needs identified.
  4. Follow-up on the assistance provided to beneficiaries, including through coordination with relevant colleagues responsible for provision of assistance and liaison with MRRC partners.
  5. Compile case reports and maintain case files for each beneficiary assisted through the MRRC and prepare statistical reports and analysis as requested, while adhering to IOM data protection standards.
  6. Together with MRRC management, coordinate the work of MRRC support staff, including through day-to-day guidance in the provision of services to vulnerable migrants, and advise the MRRC manager on day-to-day requirements including reviewing of MRRC SOPs. 
  7. Contribute to assessing practices in place in the determination of vulnerability of beneficiaries in line with relevant IOM processes, including to gradually move from a category-based understanding of vulnerability towards a more comprehensive assessment of factors contributing to vulnerability.
  8. Support MRRC manager through continuous assessment of practices in place in beneficiary screening, service provision and referral modalities and contribute to improvements as required for effective provision of services and where necessary organize inter-team coordination meetings, peer training sessions and partner trainings on assistance to VoTs, CVoTs. 
  9. Support with administrative tasks of the MRRC, including collecting and recording of beneficiary data, feedback and survey forms, updating MRC information management system and support to compile weekly, monthly and periodic donor reports. 
  10. Identify, codify, and disseminate best practices and lessons learned in assistance to vulnerable migrants in general and vulnerability assessment in particular and where necessary support MRRC Manager and MPA Project Coordinator in co leading and representing MRRC and MRRC Case Office activities in the community and other coordination forums including COVID RCCE Pillar and Thematic Working Groups. 
  11. Carry out assessment and scoping visits to others states and take up duty travel in supporting migrants in other states. 
  12. Perform such other duties as may be assigned.
Required Qualifications and Experience

 Education

 • University degree in Social work, Psychology, Anthropology, Sociology or a related field from an accredited academic institution with four years of relevant professional experience.

 • High school degree or equivalent with at least six years of relevant professional experience in the above fields.


Experience 

  • IOM experience in provision of assistance and services to migrants and families in distress.
  • Experience with working with victims of trafficking and / or sexual and gender based violence. 
  • Experience with compiling and reporting beneficiary data. 
  • Experience with working with stakeholder engagement and referrals, including liaison with relevant service providers in mental health and legal support. 
  • Excellent knowledge in word processing and typing skills in English and Arabic; and experience working with Excel and databases.
Languages

 Fluency in English and Arabic is required.
