Summary:

The HSSA will direct a new Health Systems Strengthening Program to Sudanese health sector needs. incumbent will provide highly specialized technical and professional leadership to plan, design, implement, monitor, and oversee USAID Sudan's new HSS activities, perform a comprehensive analysis of population health needs and of policy options. Coordinate with USAID and U.S. Embassy technical teams, government (Federal and State Ministries of Health), donors, and non-government partners.

Duties

A. Technical Leadership in the Health Sector, specifically Health Systems Strengthening (HSS) Program (50%)


Serves as the primary technical advisor on HSS issues to USAID Sudan, including technical teams and the Mission Director. Ensures that HSS activities are coordinated with the technical teams and align with broad Mission strategic objectives. Analyzes the scope and magnitude of the HSS needs and gaps in Sudan to design a new HSS program.


Dialogues with and provides technical support to the Sudanese Ministry of Health and other partners on the USAID HSS project design and implementation. Ensures project investments are consistent with international norms and standards and are synergistic with other investments made by the USAID Humanitarian Team and other donors and partners.


B. Project Management (30%)


Serves as USAID's Contracting/Agreement Officer Representative (C/AOR) and/or Activity Manager for bilateral and field supported HSS activities. The HSSA monitors program implementation through routine field-based site visits and other methods to verify outputs, documents project challenges and best practices, and prepares reports to detail monitoring observations and meeting summaries. Works with the Agreement/Contract Officer to troubleshoot and address implementation challenges, and revise implementation plans, as necessary, in consideration of changing circumstances.


Provides oversight for the design and implementation of the health program evaluation and research.


C. Multi-stakeholder Coordination and Strategic Partnership in Systems Strengthening Advice (20%)


Leads collaboration and coordination efforts with the Government of Sudan, donors, and other relevant partners of HSS to ensure technical and programmatic synergy. Provides USAID leadership guidance in fostering strategic partnerships among donors and International Partners on strengthening systems in both the public and private sector. These partnerships have the potential to leverage resources for health projects in Sudan and to improve USAID's impact in both the public and private health systems. Serves as USAID Sudan's representative on various Government of Sudan's Ministry working groups relevant to HSS, including Ministry of Health working groups; and represents USAID with the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) and others that will define the donor technical, policy, and program agenda. Leads coordination efforts between USAID and other US Government (USG) Implementing Partners on issues related to HSS.

Qualifications and Evaluations

Post entry training will, therefore, be focused primarily on the Agency-specific established policies, procedures and regulations.

Education Requirements:

Education: A Master's degree in public health, economics, social sciences, public policy, or other field related to international development and/or public health is required.

Qualifications:

Experience: A minimum of seven (7) years of progressively responsible professional experience in the health field with at least five years working specifically on health systems strengthening, including issues of human resources for health, leadership and governance, institutional capacity building, and project design and management is required. Experience working with health systems and/or health care reform at the national and/or local
(district/community/service facility) level is required. Experience in project design, strategic planning, project management, implementation, and evaluation of health projects with demonstrated technical expertise in health systems strengthening, particularly in a developing country context is required.


Job Knowledge: Knowledge of the challenges faced by the Federal Ministry of Health and health programs in Sudan, and in particular, human resources for health, leadership and governance, institutional capacity building, and health systems management is required. Comprehensive knowledge of the concepts, principles, techniques and practices of HSS is required. Strong technical skills and demonstrated experience in providing technical support and capacity building on HSS issues is essential. In-depth knowledge of state-of-the-art approaches that strengthen health systems in developing countries is required.


Skills: Excellent interpersonal skills, tact and diplomacy, are required to establish and maintain a wide range of senior-level and working-level contacts with health projects in governmental, non-governmental, and private-sector circles is required. Demonstrated ability to work effectively in teams and collaborate in a multi-agency setting is required. Demonstrated leadership ability and skills in a cross-cultural environment is required, including flexibility, patience, facilitation, team building and conflict/problem solving skills in a cross-cultural environment. Demonstrated outstanding writing and speaking/presentation skills in English, and in preparing analytic briefings for key USG and other leaders/decision makers is required. Strong management and analytical skills are necessary to strategize, develop, manage, implement and evaluate complex HSS activities. Strong financial management and administrative skills are necessary to track the performance of implementing partners. Computer literacy required.
