The Country Representative (CR) is a key member of the USIP Africa Center’s Sudan Demonstration Project Team. The CR will be responsible for collaboration on strategy development with other USIP staff, management of the team in Khartoum, assisting with the monitoring and evaluation of program activities, and for representation and partner relationship management of the Sudan Demonstration Project and other USIP programming on an as-needed basis. The CR position reports to the Program Manager for the Sudan Demonstration Project.


Program Development and Strategy:
Collaboration with USIP staff on conceptualization and design of program strategies and objectives.
Contribute to the strategic vision of USIP’s work in Sudan, inputting into processes and policies, and provide ideas, initiatives, and information for portfolio
Monitor local and regional political developments and regularly brief USIP and partner staff on their potential programmatic impact
Analyze and report on current political developments, security concerns, and other pertinent information required to achieve Demonstration Project objectives;

Program Implementation and Oversight
Develop annual work plans, objectives, and budgets in collaboration with other Team members and set performance measurements, standards, and expected results.
Monitor and report on the utilization of allocated funds to ensure transparency and compliance with USIP financial policies and accountability framework.
Lead and manage the preparation of project reports and submit timely reports ensuring relevancy, quality and appropriateness of content and presentation.
Contribute to regular assessments of the Demonstration Project and USIP Sudan’s country strategic plan in general, and identify lessons learned and areas of emphasis to underpin programming

Representation and Strategic Partnership:
Communicate and coordinate the Demonstration Project’s in-country activities in close collaboration with other USIP staff and partners, US State Department, the U.S. Embassy and USAID Mission, and other donor organizations
In coordination with Senior Expert, liaise with USAID Mission and U.S. Embassy staff in Sudan, Host-Country Government Officials, UN Organizations, Local and International Non-Governmental Organizations (NGOs), and other pertinent stakeholders.
Develop and maintain collaborative relationships to ensure close coordination at the field level, assist with identification of potential local partners and opportunities, and achieve maximum synergy with other programs;
Articulate program strategy, as well as communicate and coordinate in-country activities between USIP and its partners

Human Resource Management
Ensure the proper implementation of USIP’s performance management system for all staff ensuring regular feedback and annual performance appraisals.
Create the conditions to ensure effective teamwork and morale

Safety and Security
Ensure all local staff demonstrates individual and collective responsibilities for safety and security in coordination with security staff.
Liaise with the USIP Office of Overseas Safety & Security to ensure compliance with International Security Guidelines and their effective application in the local context.

Bachelor’s degree required, preferably with a focus on foreign policy, diplomacy, or political science; Master’s degree preferred.
A minimum of six (6) years of program management or design experience in Sudan, part of which is preferable with an international organization.
Excellent communication and relationship-building skills and familiarity with managing different communication styles between Sudanese and international stakeholders.  
Excellent communication skills, including the ability to mobilize peers, and write effectively in a variety of formats for a variety of audiences.
Strong time management skills with the ability to prioritize work and meet deadlines. 
Oral and written fluency in English and Arabic required. 
Legal residency in Sudan is required.
