JOB BRIEF

The Operations Coordinator (OC) is a key member of USIP’s Sudan Demonstration Project and the Africa Center’s programming in Sudan. The OC will be responsible for coordinating with Sudanese and international stakeholders and Washington, DC-based USIP staff on operational and program progress towards objectives and the calendar of program activities. The OC position reports to the Sudan Demonstration Project Program Manager based in Washington, DC, and works closely with her/him and the Senior Expert for the Greater Horn of Africa in ensuring that Sudan Demonstration Project 1) activities are implemented on schedule; 2) reporting and financial management obligations are successfully met; and 3) administrative, operations, compliance, and human resources tasks are achieved. This position is based in Khartoum, Sudan. This position will supervise Khartoum-based Sudan Demonstration Project staff, including the Administrative Assistant, in close coordination with the Sudan Demonstration Project Program Manager based in Washington DC.

RESPONSIBILITIES

Program Coordination and Planning:
Coordinating and planning, in consultation with the Program Manager and Senior Expert, the prioritization and implementation of Sudan Demonstration Project in-country operations and programming.
Providing regular input on the development and tracking of the overall program calendar, workplan, and milestones.
Ensuring that program activities are implemented within program timelines in a manner that meets program standards and objectives in close collaboration with Washington, DC-based staff.
Maintaining relevant communication and collaboration within the Sudan Demonstration Project team in Sudan and with staff in Washington, DC.
Coordinating among the in-country team to ensure that field perspectives are relayed to Washington, DC-based staff.
Undertaking work in support of broader Africa Center programming in Sudan if required.

Field Operations and Finances:
Managing operations related to the Sudan Demonstration Project, including office space, financial management processes including safe disbursement of funds, and staff safety and security.
Working closely with the Program Manager on setting up and operating financial monitoring systems and tools, and training staff on procurement, contracts and financial reporting.
Collaborating closely with the Program Manager on project oversight, compliance and reporting functions, and trouble-shooting operational roadblocks.
Planning or attending operational, programmatic, or logistical meetings as needed, including with key Sudanese and international stakeholders.
Collating regular security and risk assessments in cooperation with other USIP staff in Washington, DC.
Being available to travel within Sudan as needed to facilitate/observe USIP-supported activities.

Human Resources Management:
Supervising Administrative Assistant and other Khartoum-based Sudan Demonstration Project team as required.
Working closely with the Program Manager to track human resources indicators, implement the staff performance evaluation framework, and undertake recruitment and hiring as needed.
Hold oversight of program risk and ensure appropriate mitigation measures, adaptive management, and problem-solving.
In coordination with Program Manager, design staffing plans to meet overall program objectives as well as assist with recruiting, training, supervising, and evaluating the performance of in-country Demonstration Project staff

Management and Representation:
Maintaining key relationships with Sudanese-based logistical, operational, and financial contacts critical to successful implementation of the Sudan Demonstration Project.
Working closely with the Program Manager on identification, preparation and submission of all Sudan Demonstration Project documents.
Participating in weekly Sudan Demonstration Project team calls and additional regular calls with supervisor.
Providing regular detailed updates on operations and activities.

Performing other duties as assigned.
QUALIFICATIONS
Bachelor’s degree required, preferably with a focus on administration, business, or management sciences; Master’s degree preferred.
A minimum of four (4) years in program management and/or implementation, coordination, human resources management, business administration, oversight, and/or compliance.
Excellent communication and relationship-building skills and familiarity with managing different communication styles between Sudanese and international stakeholders.
Demonstrated track record of the project, business, and/or administrative management.
Demonstrated supervisory experience.
Strong time management skills with the ability to prioritize work and meet deadlines.
Oral and written fluency in English and Arabic required.
Legal residency in Sudan is required.
