Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

This consultancy will improve the capacity of the office to implement the Child protection work plan for the year 2022 notably Output: 4.2: (Service providers at the state and local levels in UNICEF-targeted areas have strengthened capacities and deliver quality emergency and long-term specialized child-protection services with appropriate referral mechanisms in place), with special focus on Strengthen the capacity of the professional working on alternative care including on child safeguarding and PSEA, promote De-institutionalization and prevent Separation of Children and Build the capacity of Justice and law enforcement and scale up alternatives to detention and access to justice services.

The consultancy major tasks are:

1)Support the promotion of alternatives measures to detention and diversion outside the judicial system in Kassala, Gedaref and Red Sea states.

2)Support/monitor and coordinate capacity building and training of justice professionals including provision of training on case management in the 3states.

3)Support the social welfare department in the 3 states on the capacity building of social works assigned to work with children in conflict with law, family-based care system and reintegration of street children.

4)Monitor the implementation of the child protection activities and resources with partners/institutional contractor in Red Sea State.

5)Provide technical support to the newly established Alternative to Detention Unit in the Ministry of social development to adopt a restorative justice approach to addressing the offending behavior of children, including diversion, community services and probation services.

To qualify as an advocate for every child you will have…An advanced university degree in Social work or any related social sciences
A minimum of 5 of relevant professional management and implementation experience in the field of Social work or Child protection.
Knowledge of the latest developments and good practices related to the child protection system strengthening.
Facilitation and training skills is required.
Fluency in writing, reading, and speaking English and Arabic.
Strong negotiating, communication, and advocacy skills.
Computer skills, including various office applications.
Ability to work and operate in harsh living environment.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
